Tweaks to commenting on FamilyCounsel.ca

As previously discussed, anonymous comments now show the commenter's region. View the previous discussion here: https://familycounsel.ca/news.php?id=9920

It should also be easier to attach pictures or files to your comments, as the comment system will notify you if you started uploading a file but didn't press the upload button.

I think I've also fixed that bug where the letter n replaced line breaks when a comment was edited multiple times.

I also removed the keyword tags below discussion titles, as they were just cluttering each page and I'm guessing no one uses those (let me know if I'm wrong, it's easy to bring them back).

I already don't like the term "Other Region", it's literally othering. Can anyone think of a good alternative? I thought maybe Small Centre, but somewhere like Grande Prairie isn't really small. There are so few lawyers from that region on this website that they wouldn't be very anonymous if I labelled them from that centre.

Ken, as we talked about, I would like to see how many votes are tallied in support of a post or comment and how many against. As you explained if, say, two people vote a comment up and then one votes it down, it just nets it out to show that there is one in support of the comment. As it exists, there could be many negative votes but it will still stay at 0.
